Regular traffic is allowed on Commerce St., but most of what is visible in this scene is transit related: a streetcar heads north, and local Pierce Transit buses go in both directions.  There is a major bus transfer facility just south of the Theater District/S 9th streetcar terminal.

Traffic signals are prioritized for the rail route, and traveling the entire line takes only about eight minutes.  The autos waiting uphill for a green road signal are on S. 11th St., in the old commercial core of the city.  Street signs use a more conventional abbreviation system than does Tacoma Link.
